CONSTRAINTS
Claims need support. Actions need review.
Issuer remediation
Hydra can prepare issuer packets. It cannot freeze, burn, mint, or transfer tokens.
Network evidence
Wallets do not contain IP addresses. Network evidence comes from lawful auxiliary sources and supports, but does not replace, attribution review.
Sanctions gate
If a flow may involve sanctioned property, ordinary recovery pauses for sanctions review, counsel, and any required reporting path.
